Nor is it fair to assume that the Soviets necessarily always snooker us into trade because of the monopsonistic nature of their system. While they clearly have outbargained us on some deals, by no means is this always the case. Indeed, there is good reason to believe that the Soviets are quite unhappy with the way their foreign trade structure has been functioning recently.
